Yeah, even if Biyombo reaches his Ben Wallace type upside, that doesn't make him a franchise center. Wallace excelled in one very specific system with a very specific set of teammates, but put him on most NBA rosters and he's nothing more than an impact roleplayer (still a very useful guy, but in a completely different category than franchise C). A franchise center is a guy that you can plug in with an average NBA team and they immediately become a contending team. (Or plug him into a crap team, and they immediately become average.)
No way Biyombo ever becomes that, because the only way he'll be a starter on a contending team is if he is put with teammates who are well above average offensively in order to make up for his deficiencies.
On the other hand I think it's way too early to say that JV is a franchise center, but he's got a much better shot at it than Biyombo. He's got a very versatile skillset that would allow him to excel in a lot of different situations.
Ya people are already saying that JV is a franchise center. And those people are top notch analyists, coaches and scouts

Valanciunas' backup center, Predrag Samardziski, is out for 4weeks with a sprained ankle and JV is the only true center left in the line-up, so we'll see extended playing time by JV. This is a good time to watch how he'll control his fouls, one of his major weakneses in the past

I’m a huge fan of Jonas Valanciunas. If it weren’t for his contract situation, he likely would’ve been picked even higher in last year’s draft. By drafting him fifth overall, the Raptors got a steal. Scouts rave about him and say that he has the potential to be an elite player. I’m really looking forward to seeing him in the NBA and it’s possible that he could win Rookie of the Year next season. He’ll definitely have the opportunity to play right away, which means he’ll have a shot.

Thomas is a skinny fat man. His skin just hangs off him. His build reminds me of a clip from FashionTelevision.
I wouldn't classify JV as skinny anymore. Pictures and video of him last year to now are showing significant gains in size, in my opinion. Also, while I agree he is thin, he does have noticeable muscle. His frame is very promising with very broad shoulders.

I think Chandler is a fair comparison. I think that size would allow him to retain the characteristics of his game that make him such an intriguing prospect.
