I'm almost positive he's trying to use them as an example of building a contender without tanking. Not 100% sure, but pretty close.
It helps that they did very, very well with their middle of the pack draft picks (Granger at #17, Hibbert at #17, George at #10) in a combination of players that fell to them unexpectedly and just plain ol' exceeding expectations. It also helps that they were able to sign a very, very good player for cheap coming off major knee surgery and get the top end in terms of the production/games played they could've expected out of him in David West.
