    In the old CBA you could include up to $3M on every single transaction which explains Portland's billionaire owner buying them (*edit* 'them' being draft picks) up like penny candy back in the day.

    In the new CBA you can only include up to $3M in all transactions for the year.

    Some teams have already spent their $3M this year (New York sent $3M to Washington with Turiaf). For a team not wanting the guaranteed contract and looking for a little cash, BC on the other end of the phone offering up to $3M and their 2nd round pick might be pretty enticing.



    Anyways, keep this in mind as the trade deadline approaches and you hear of teams including cash in any trade. The Raptors might be in a position to do something they have never done from what my very tired mind recalls tonight - buy a 1st round pick.

      It would be the NBA calendar year: July 1st - June 30th of each year.
