With Lou Williams out longterm, would Atlanta be more open for a Josh Smith deal if the Raptors included Bargnani and Derozan? (note: The Hawks would have to throw in some filler to make the deal work under the cap.)

It could. But I would trade for Smith only if he signs an extension
I still think Atlanta is going to hang onto Smith in an attempt to lure Howard to Atlanta in the offseason.
I was reading some tweets by the ESPN experts regarding Howard, and a couple of them are still convinced that Howard is likely going to at least test free agency. The the rumors apparently put fairly equal odds on him either re-signing with the Lakers or signing with Dallas or Atlanta. A S&T with Brooklyn is becoming far less likely with the re-emergence of Lopez this season, especially under Carlesimo.
If Howard decides NOT to go to Atlanta, then I could very well see them trading Smith either in the offseason or during next season.
