No it was a 10 day contract, and they only brought him in as a favour to Vince Carter. I remember he hit a three on one of those sparing few seconds he found the court. He held a press conference to trash the Raptors organization after he was cut, pure class...
I'm 100% sure it was a preseason contract. I don't know what the reasons were, and still figure it was a publicity stunt regardless. It also wasn't the only time he had a shot at the NBA. He also got cut by Charlotte the year before during training camp.

The Toronto Raptors officially released Master P right before the team's practice on Wednesday night, according to media spokesman Dave Haggith. The roster move came a day before the Raptors were to play their final preseason game against the Denver Nuggets.

In five preseason appearances, P (listed in the Raptors' media guide by his real name, Percy Miller), played a total of 23 minutes, went four for 13 from the field (including three three-pointers), and was a perfect two for two from the free throw line for 13 total points.

The Raptors, however, waived Miller just before the season began. He has also played with Fort Wayne of the CBA and San Diego of the IBL.

Pretty sure he was the first Raptor to score 40. And he held the record for a while at 45 was it?

Is that Greg Foster? Looks like it is, but I can't for the life of me remember him playing for the raptors I Remember that face well though from his time with the Stockton/Malone Jazz teams.

He had a heart condition that stopped him from really playing. They called him Aussie Shaq if I remember correctly, I wonder what hes up to now a days.
